The Secretary of Defense has ordered a department-wide hiring freeze subject to certain limited exceptions. This position is subject to the DoD hiring freeze. Offers of employment related to this vacancy announcement will not be executed until the position has an approved exemption.You will serve as a Labor & Employee Relations and Work Life Program Specialist in the Human Resources Division (Code 1014) of the Naval Surface Warfare Center Panama City Division.
Requirements:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-4 pay band (GS-11 and GS-12 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Applying a wide range of human resource management principles to provide advisory and technical services on Employee Relations or Labor Relations functions and work practices. Examples of qualifying experience may include (1) expert knowledge of federal labor and employee relations regulations, policies, and procedures (5 CFR Parts 430, 432, 451, and 752, 5 USC Chapter 71) to effectively design, implement, and evaluate programs; (2) comprehensive knowledge of federal laws, rules, regulations, principles, and practices related to Work/Life programs, including telework, leave administration (including FMLA and other leave types), and awards programs; (3) ability to research and apply laws, rules, regulations, case laws, principles, and practices related to assigned programs (Labor/Employee Relations, and Work/Life Programs); (4) skill in advising management and employees on all aspects of Labor/Employee Relations, and Work/Life programs, providing clear and accurate guidance on policies, procedures, and best practices.Additional qualification information can be found from the following Office of Personnel Management website: https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/#url=List-by-Occupational-Series
