  • The position is designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. As a mandatory requirement for employment in this TDP, the incumbent is (A) to refrain from the use of illegal drugs and (B) if requested, to submit to urinalysis testing. The incumbent must sign a statement acknowledging the position occupied as TDP.
  • At least seven (7) years of Special Operations experience at all echelons as required, (at least 5 years of experience in the employment of technology in support of Special Operations Forces or interagency elements conducting technical operations) is desired.
  • This is an EMERGENCY-ESSENTIAL (EE) position. The incumbent of this position must meet all requirements of E-E positions and may be required as a condition of employment to take a series of vaccinations and annual boosters to immunize against anthrax and other diseases. In the event of a crisis situation, the incumbent, or designated alternate, must continue to perform the E-E duties until relieved by proper authority. The incumbent or designated alternate, may be required to take part in the readiness exercises. This position cannot be vacated during a national emergency or mobilization without seriously impairing the capability of the organization to function effectively. This meets the criteria of an E-E position and requires incumbent, or designated alternate, to be removed from any military recall status. While deployed to an overseas location, the E-E duties required the incumbent to be issued and carry a firearm; operate a government vehicle during specific authorized situations, and to wear a gas mask and chemical protection gear. Incumbent must obtain and maintain firearms qualification. Incumbent is required to wear the approved Department of Defense (DOD) civilian uniform while deployed. Some of CENTCOM's AOR has been considered "War Zone" hazardous duty.
  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
  • IAW DoDI 3020-42 this position has been locally or command designated as Mission Essential (ME); needed to ensure the continued operation of mission essential functions of the activity. Mission Essential personnel may be required to report for duty at normal times when the base is closed or delayed reporting, and remain on duty during phased or early release.
  • Incumbent is required to submit a Confidential Financial Disclosure Report, OGE-450, (5CFR Part 2634, Subpart I Confidential Financial Disclosure Reports) upon entering the position and annually, in accordance with DoD Directive 5500-7-R, Joint Ethics Regulation, dated 17-Nov-2011.
  • This position is a "Key" position. It cannot be vacated during a national emergency or mobilization without impairing the capability of the organization to- function effectively. Unless an alternate can be designated to perform the duties of this position during wartime, the incumbent of this "Key" position must be screened from military recall status
QUALIFICATIONS

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, 0301.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience including: Mastery level knowledge of the structure, organization, mission, doctrine, and deployed forces of United States Special Operations Command (USSOCOM), and mastery knowledge of the purpose, unique capabilities and intent of the Special Operations Acquisition Center as they relate to Special Operations Command Central (SOCCENT) in order to oversee and direct the peculiar technology needs of the SOCCENT Commander in general and the SOCCENT director of Operations in particular. Mastery knowledge and understanding of all current and/or planned Special Operations Forces (SOF) missions in the SOCCENT Area of Operations (AOR), with a key view toward anticipating appropriate technology insertions that enhance mission success. Knowledge of Special Operations procedures, policies and concepts in both combat and non-combat environments, sufficient to oversee the planning and conduct of technology operations and contribute to budget planning.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge and skill in ASO technology operations and activities to include technical operations tactics, techniques and procedures, and the specialized equipment employed in such operations.
2. Knowledge and skill in coordinating RDT&E vendor based technical resources with interagency validation procedures for employment of new technologies.
3. Knowledge of Special Operations procedures, policies and concepts in both combat and non-combat environments, sufficient to oversee the planning and conduct of technology operations, and contribute to budget planning.
4. Knowledge of and ability to apply organizational and management skills capable of performing technology project management, multi-task with employees in the accomplishment of mission critical tasks, and employ oral and written communication skills within the multi-media environment.
5. Ability to communicate effectively both orally and in writing, negotiate complex issues, maintain good working relationships, and provide technical briefings to personnel at all levels of internal/external hierarchy. Skill and ability to conduct research and analysis, to resolve complex problems, lead or participate in a process team, and instruct subordinate elements on capabilities, new technology and tactics, techniques, and procedures.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
