The primary purpose of this position is: To serve as a HQ USSOCOM Security Specialist and security advisor, in a developmental capacity, providing programmatic and technical oversight and management of multiple security disciplines (information, personnel, industrial, physical, computer, operations and communications security) for the USSOCOM Special Access Program Central Office (SAPCO) in support of special access programs (SAPs).

Requirements:

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

SPECIALIZED EXPERIENCE :

GS-11 SPECIALIZED EXPERIENCE: One year of specialized experience at the next lower grade of GS-09, or equivalent in the Federal service which includes knowledge of a wide range of security concepts, principles, and practices to review, independently analyze, and resolve difficult and complex security problems. Apply policy direction to contractors and government/military officials, and develop guidance for applying security policy, procedures, techniques, equipment, and methods to a variety of work situations and various levels or degrees of security controls. Knowledge of a broad range of security program relationships, and proficiency in information, personnel, and industrial security to effectively implement and administer applicable security programs and/or coordinate with other specialized security programs. Knowledge of security classification methods, concepts, and eligibility for access to classified or sensitive information to review plans for proposed or new projects, organizations, and/or missions to assure the presence of adequate planning for information security and other controls .

Education:
Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. NOTE: You must submit a copy of transcripts.

A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of transcripts.

GS-12 SPECIALIZED EXPERIENCE:
One year of specialized experience at the next lower grade of GS-11 or equivalent in the Federal service which includes comprehensive knowledge of a wide range of security concepts, principles, and practices to review, independently analyze, and resolve difficult and complex security problems. Apply policy direction to contractors and government/military officials, and develop guidance for applying security policy, procedures, techniques, equipment, and methods to a variety of work situations and various levels or degrees of security controls. Comprehensive knowledge of a broad range of security program relationships, and proficiency in information, personnel, and industrial security to effectively implement and administer applicable security programs and/or coordinate with other specialized security programs. Comprehensive knowledge of security classification methods, concepts, and eligibility for access to classified or sensitive information to review plans for proposed or new projects, organizations, and/or missions to assure the presence of adequate planning for information security and other controls.

GS-13 SPECIALIZED EXPERIENCE: One year of specialized experience equivalent to the GS-12 grade level in the Federal service which includes mastery of special access program security management and administration, disciplines, concepts, principles and requirements applicable to the SAP program to include information security, industrial security, physical security and personnel security in order to perform the full range of complex SAP security management responsibilities. Mastery of knowledge of SAP Information, Personnel, Industrial, Automated Information Systems, Physical and Treaty security to function as SAP technical authority. Expert knowledge of SAP security policy and an understanding of SOF-unique operations to advise the Commander, Deputy Commander, and staff on decisions affecting enhanced security activities.

GS 11 FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS : Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

GS-11: 1. Knowledge of a wide range of security concepts, principles, and practices to review, independently analyze, and resolve difficult and complex security problems; apply policy direction to contractors and government/military officials, and develop guidance for applying security policy, procedures, techniques, equipment, and methods to a variety of work situations and various levels or degrees of security controls.

2. Knowledge of a broad range of security program relationships, and proficiency in information, personnel, and industrial security to effectively implement and administer applicable security programs and/or coordinate with other specialized security programs.

3. Knowledge of security classification methods, concepts, and eligibility for access to classified or sensitive information to review plans for proposed or new projects, organizations, and/or missions to assure the presence of adequate planning for information security and other controls.

4. Knowledge of required Security Special Access program (SAP) and sensitive compartmented information (SCI) security procedures.

5. Skill in planning, developing, analyzing, and evaluating security programs to meet mission requirements and improve the security program.
Ability to plan, organize work, and meet deadlines and ability to communicate effectively, both orally and in writing.

GS-12/13 KSA's continued in Education .

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.
