Requirements:

GS-11 : To be eligible at the GS-11 level, you must meet the Specialized Experience, Education, or a Combination of Education and Experience Criteria as defined below.

Specialized experience: One full year of specialized experience equivalent to the GS-9 level. Specialized experience is defined as coordinating and personally participating in media events; establishing and maintaining media relationships; arranging for press conferences by contacting appropriate representatives of local or national media; planning, writing, and editing news releases; briefing news media representatives; preparing written material for dissemination and publication; coordinating and supporting social media operations and applications; evaluating overall effectiveness of media programs and developing ways to enhance the mission and programs of an organization, analyzing a law enforcement organization to determine program and informational needs; developing and administering a Law Enforcement Coordination program; and conducting meetings with law enforcement subject-matter specialists and federal, state and local officials.

OR

Education: One of the following types of education in a related field (e.g., Criminal Justice, Communications): a Ph.D. or equivalent doctorate degree; OR 3 full years of progressively higher-level graduate education leading to such a degree OR LL.M., if related. Education at the graduate level must be in an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to perform the duties of the position.

Combining Education and Experience : Combinations of successfully completed graduate education and experience may be used to meet total qualification requirements. In order to qualify based on a combination, graduate education must be in excess of 2 full years.

GS-12: To be eligible at the GS-12 level, you must have at least one year of specialized experience equivalent to the GS-11 level.

Specialized experience is defined as experience performing the following types of work and/or tasks: serving in a law enforcement, public safety, or community engagement role that involved building partnerships among agencies or organizations; coordinating or delivering law enforcement training programs, workshops, or seminars; analyzing and interpreting public safety or crime data to support program objectives; and facilitating meetings or joint initiatives with federal, state, or local law enforcement officials, subject-matter experts, or community partners, experience developing and implementing strategies to support community engagement and public safety efforts, direct and regular contact, collaboration, and coordination with representatives of law enforcement agencies that are external to the agency for the direct purpose of resolving challenges in urban, suburban, rural, and tribal communities, program management experience that includes developing, implementing, andoverseeing project/program milestones. Deliverables and strategic plans regarding USAO priorities, including one or more of the following: promoting border security and immigration enforcement, and reducing hate crimes, violent crime, fentanyl/opioid deaths, human trafficking, and child exploitation, identifying, compiling, analyzing, and organizing information for detailed oral and written reports (e.g., strategic plans, program materials, briefing documents) and decision making, developing and presenting detailed information orally to law enforcement officials.

Interagency Career Transition Assistance Plan (ICTAP)- The ICTAP provides eligible displaced Federal competitive service employees with selection priority over other candidates for competitive service vacancies.
