The primary purpose of this position is to accomplish important engineering studies and design work associated with construction projects.

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Technical and Medical Support Positions .BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:
This series covers technical positions supervising, leading, or performing work involving applying a practical knowledge of the:
- methods and techniques of engineering or architecture; and
- construction, application, properties, operations, and limitations of engineering systems, processes, structures, machinery, devices, and materials.
Examples of qualifying specialized experience include technical work in: drafting, surveying construction estimating, physical science, mathematics, aerospace, architecture, chemicals, electrical or mechanical systems, mining, petroleum, or nuclear systems.
Experience in a trade or craft may be credited as specialized experience when the work provided intensive knowledge of engineering principles, techniques, methods, and precedents. Examples are trade positions with substantial developmental, test, or design responsibilities such as:
- Planner and estimator who analyzed designs for production purposes.
- Instrument maker or model maker who performed design or development work on devices fabricated.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
SPECIALIZED EXPERIENCE : Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NJ-02, equivalent to the next lower grade GS-08 or equivalent in other pay systems. Specialized experience in basic advanced Electrical Engineering knowledge to selected non-complex and complex construction projects or portions of projects that include design, cost estimating and construction management of assigned projects.. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Advanced knowledge of principles, methods, and techniques of electrical engineering and familiarity with other disciplines.
2. Advanced knowledge of lighting, electrical generation and distribution, fire and security systems. electrical and direct digital control systems.
3. Advanced knowledge of electrical and construction standards, methods, practices, and techniques, materials, and equipment.
4. Advanced knowledge of health, safety, and environmental requirements as outlined in applicable standards, regulations, and/or technical orders.
5. Ability to analyze, interpret, and apply rules. regulations, codes and engineering procedures in a variety of situations and recommend timely and economical solutions.
6. Ability to plan, conduct. and record site/facility surveys and inspections.
7. Ability to plan and organize work and coordinate with other engineering disciplines and architects.
8. Ability to communicate effectively both orally and in writing.
PART-TIME OR UNPAID EXPERIENCE : Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE : Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
