The primary purpose of this position as a GS-7/9 is; This is a developmental position with known promotion potential to the target position of Human Resources Specialist, GS-0201-11.

The primary purpose of this position as a GS-11 is : To serve as a senior Human Resources Specialist.

Requirements:

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Human Resources Management, Series 0201.

SPECIALIZED EXPERIENCEAS A GS-07: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-05 , or equivalent in other pay systems. Examples of specialized experience include: Knowledge of the principles, concepts, and theories of the classified title, and the standard practices, methods, and techniques of the occupation sufficient to perform difficult, but well-precedented assignments.

EDUCATION:
Applicants have successfully completed one full academic year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position; or Superior Academic Achievement. COMBINATION OF EXPERIENCE AND EDUCATION:
A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of your transcripts .

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

Examples of specialized experience include: Knowledge of the principles, concepts, and theories of the classified title, and the standard practices, methods, and techniques of the occupation sufficient to perform difficult, but well-precedented assignments. Knowledge of analysis, evaluation, fact-finding, and investigative techniques in order to gather data, identify significant factors, and recommend a solution from a number of possible alternatives.

EDUCATION: Applicants have successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. COMBINATION OF EDUCATION AND EXPERIENCE: Applicants have a combination of specialized experience and education as described above to meet the qualifications of the position. This education was received from an accredited University, College, etc. NOTE: You must submit a copy of your transcripts with your application.

Knowledge of HR processes sufficient to relate recruitment and placement issues to overall HR management processes.

EDUCATION: Applicants have successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, major areas of study such as Human Resources, Organizational Management, Organizational Development, Program Management, or related field of study. KNOWLEDGE, SKILLS AND ABILITIES (KSAs) AS A GS-07/09: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of basic principles of the classified titled or related field.

2. Skill in communicating factual and procedural information clearly, orally and in writing.

3. Ability to learn basic techniques of the classified title.

4. Ability to analyze problems to identify significant factors, gather pertinent data, and recognize solutions.

5. Ability to plan and organize work, and consult effectively with co-workers.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs) AS A GS-11: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of a HR concepts, practices, laws, regulations, policies and precedents sufficient to provide comprehensive HR management advisory and technical services on substantive organizational functions and work practices, to include affirmative employment concepts, practices, principles, and regulations.

2. Knowledge of, and skill in applying analytical and qualitative and quantitative techniques sufficient to identify, evaluate, and recommend to management appropriate HR interventions to resolve complex interrelated HR problems and issues.

3. Skills in written and oral communication to make presentations, conduct training seminars and solicit participation and support from on and off-base, government and private officials/individuals.

4. Ability to manage complete programs accomplished through the efforts of a collateral staff and personal participation, including problem solving and motivating others to take necessary actions. Negotiates for allocation of resources (space, financial, and human resources) to support SEPM initiatives.

5. Ability to meet and deal effectively with people of widely varying backgrounds and ethnicity, as well as with management officials at all levels.
