The primary purpose of this position: The position is an Intelligence Analyst for the Office of Regional Surveys and Studies (ORSS). The ORSS develops feasibility assessments, operational concepts of operations (CONOP), and advises on intelligence and counterintelligence technologies to meet the immediate needs of the Commander, U.S. Special Operations Command (USSOCOM), the Department of Defense (DoD), and other government agencies.**Salary ranges include local market supplements**

This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Advanced knowledge of program management concepts, principles, and practices to plan, organize, direct, and manage Special Operations projects for ORSS. Extensive knowledge of SOCOM, Joint Staff, Service, interagency coordination, procedures, and planning. Knowledge of Advanced Special Operations, Operational Preparation of the Environment (OPE), Unconventional Warfare (UW), and counterterrorism (CT) operations. Incumbent must be knowledgeable and current in SOF tactics, techniques, and procedures for OPE, UW and CT missions and skilled in applying knowledge management techniques in support of operational activities. Knowledge of state-of-the-art data mining, knowledge discovery, nodal analysis, data visualization, geospatial, machine language information technology to conduct research in support of SOF collateral and core missions. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs ): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
- Knowledge of Advanced Special Operations, Operational Preparation of the Environment (OPE), Unconventional Warfare (UW), and counterterrorism operations.
- Knowledge of state-of-the-art data mining, knowledge discovery, nodal analysis, data visualization, geospatial, machine language information technology to conduct research in support of SOF collateral and core missions.
- Knowledge of SOF tactics, techniques, and procedures to support knowledge management activities in support of operational preparation of the environment, unconventional warfare, and counterterrorism mission planning and execution.
- Knowledge of intelligence operations in support of SOF mission planning and execution activities.
- Ability to lead and integrate technically oriented teams for maximum efficiency and effectiveness.
- Extensive knowledge of SOCOM, Joint Staff, Service, interagency coordination, procedures, and planning.
OTHER SIGNIFICANT FACTS CONT.
- This work is performed in a Sensitive Compartmented Intelligence Facility (SCIF). Position requires Top Secret security clearance with access to Sensitive Compartmented Intelligence (SCI) and Focal Point. The security clearance is verified in writing by USSOCOM Special Security Office.
- Employee is subject to recall after duty hours with little or no advanced notice. Employee will carry a government provided beeper off duty. Incumbent is required to travel frequently by commercial or military aircraft in the performance of temporary duty. Travel may include overseas, as well as the continental United States.
- This position is emergency-essential (EE). The incumbent of this position must meet all requirements of E-E positions and may be required as a condition of employment to take a series of vaccinations and annual boosters to immunize against anthrax and other diseases. In the event of a crisis situation, the incumbent, or designated alternate, must continue to perform the EE duties until relieved by proper authority. The incumbent, or designated alternate may be required to take part in readiness exercises. This position cannot be vacated during a national emergency or mobilization without seriously impairing the capability of the organization to function effectively. This meets the criteria of an EE position and requires that the incumbent, or the designated alternate, be removed from any military recall status. While deployed to an overseas location, the EE duties require the incumbent to be issued and carry a firearm; operate a government vehicle during specific authori9zed situations, and to wear a gas mask and chemical protection gear. Incumbent must obtain and maintain firearms qualification. Incumbent is required to wear the approved Department of Defense (DoD) civilian uniform while deployed.
PART-TIME OR UNPAID EXPERIENCE : Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
