Description:

The primary purpose of this position is to serve as the environmental subject matter expert for the Logistics and Engineer Directorate (CCJ4) in US Central Command (USCENTCOM).

Requirements:

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, to include the Individual Occupational Requirements for the 0819 Environmental Engineer; 0801 General Engineer; GS-0020 Community Planner; 0401 Biological Scientist; 1301 Physical Scientist, Series.

BASIC REQUIREMENTS:

GS-0801/0819: A Bachelor's degree (or higher degree) in Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR
Combination of Education and Experience:
College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. NOTE: You must submit a copy of transcripts

GS-0020: A Bachelor's degree (or higher degree) in community planning; or related field such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration that included at least 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance. OR
Combination of Education and Experience: Courses equivalent to a major in one of the disciplines, as shown above, or a combination of related courses totaling at least 24 semester hours in any combination of the disciplines, as shown above, of which at least 12 semester hours were in the planning process, and socioeconomic and physical elements of planning, plus below listed specialized experience. NOTE: You must submit a copy of transcripts

GS-0401: A Bachelor's degree (or higher degree) in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. NOTE: You must submit a copy of transcripts

OR
Combination of education and experience:
Courses equivalent to a major biological sciences, agriculture, natural resource management, chemistry, or related disciplines, plus below listed specialized experience or additional education. NOTE: You must submit a copy of transcripts

GS-1301: A Bachelor's degree (or higher degree) in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. NOTE: You must submit a copy of transcripts

OR
Combination of education and experience
: Education equivalent to one of the majors shown above that included at least 24 semester hours in physical science and/or related engineering science, plus below listed specialized experience or additional education. NOTE: You must submit a copy of transcripts

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes mastery of, and skill in applying, expertise in advanced engineering or scientific theories, principles, concepts, standards, and methods to resolve unique or novel environmental problem conditions, or issues, provide expert advice to leadership and/or agency officials responsible for broad program operations, and execute significant projects affecting the welfare of the public and/or the sustainability of natural resources and the environment. Mastery of current operational requirements of regulations enabling review, evaluation, modification, and approval of project plans, designs, and specifications. Detailed knowledge of and skill in the interpretation of DoD, International, and Host Nation environmental directives and policies to existing operations at installations within the USCENTCOM Area of Responsibility. Knowledge of related scientific, technical, and engineering disciplines such as life sciences, physical and biological sciences, and engineering having applicability to assigned areas. Skill in reviewing, evaluating, and coordinating the work of other regional environmental professionals or subject matter specialists, as well as contract consultant engineers, by reviewing technical reports, sampling and analysis plans, laboratory reports, and specifications.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of current U.S. and Host Nation environmental laws and regulations, and DoD instructions, policies, directives, and applicable agreements; professional knowledge of new applications or developments in environmental programs to provide expert level support or advice.

2. Knowledge of deliberate, crisis action and exercise planning and execution operations. Knowledge of CONUS, OCONUS, and Theater environmental programs, regulations, and laws. Knowledge of environmental support activities required to support overall USCENTCOM OPLANs, CONPLANs, or OPORDs.

3. Knowledge of the Joint deliberate planning process, the crisis action planning process and Joint Task Force operations and procedures. Knowledge of all existing operations with special emphasis and professional knowledge of environmental program management.

4. Knowledge of applicable health and safety requirements as outlined in job related safety standards, regulations, and orders.

5. Knowledge of construction and service contracting procedures relevant to executing environmental related contracts.

6. Ability to communicate effectively, both orally and in writing, with senior officials from a broad array of activities,including federal and local government, foreign governments, and industry.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
