Requirements:

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions, for the GS-1702, Education and Training Technician Series.

Specialized Experience External Candidates: One year of specialized experience for GS-06 grade/level or equivalent in the federal service, which includes knowledge of an extensive body of rules, concepts, techniques, procedures, and operations of development education and civilian/military training programs to perform a wide variety of assignments involved in the development of training for students. Knowledge of the organization's operations and functions sufficient to evaluate information gathered from various sources and use basic analytical methods and techniques to determine adequacy of, or deficiencies in the scheduling function. Knowledge of the education and training program mission and objectives to perform assignments and resolve a wide range of issues using accepted practices. This definition of specialized experience is typical of work performed at the GS-06 grade/level in the federal service.

EDUCATION: Have successfully completed graduate level education in a field directly related to this position which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. NOTE: You must submit a copy of your transcripts.

COMBINATION OF EXPERIENCE AND EDUCATION: Have combination of specialized experience and education as described above. Therefore, applicant has a combination of experience and education. NOTE: You must submit a copy of your transcripts.

One year at the GS-06 level is required to meet the time-in-grade requirements for the GS-07 level . TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of DoD education and training rules, concepts, techniques, procedures, and operations related to on-the-job training (OJT), Career Development Course (CDC) administration, career field education and training plans, Specialty Training Standards (STSs), and Course Training Standards (CTSs).

2. Knowledge of the organization's operations and functions sufficient to evaluate information gathered from various sources to determine quality, accuracy, and applicability.

3. Knowledge of various office automation software programs, tools, and techniques to support office operations, retrieve and Input data, and maintain accurate files. Ability to use one or more established computer program/software (Microsoft Office) to enter, maintain, sort, and retrieve organizational and/or program data. A qualified typist is not required.

4. Knowledge of a wide variety of budgetary methods, practices, policies, procedures, regulations, and precedents; and the accounting system and related documents used to gather and analyze budgetary information.

5. Skill in applying basic analytical methods and techniques to resolve conflicts and determine adequacy for deficiencies in the program.

6. Ability to communicate effectively, both orally and in writing, using tact and courtesy.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
