The primary purpose of this position is to perform duties as a transportation action officer with responsibility for planning, coordinating and sourcing transportation solutions command wide in support of Global Force Management (GFM), exercise and contingency requirements. Additionally, provides training to reservist in the accomplishment of tasks set forth herein.

Requirements:

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions . Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:

SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-09 , or equivalent in other pay systems. Examples of specialized experience includes experience in maintaining, retailing, purchasing, or procurement of automotive, rail, air, bus, or other transportation equipment or services, or in the operation of a commercial transportation facility or terminal. This experience must have demonstrated knowledge of fleet operations; familiarity with Federal, State, and municipal regulations governing the use of transportation vehicles; and the maintenance of inventories and cost computations. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

EDUCATION:
Applicants must have successfully completed Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. Major study must have been in - accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, nautical science, marine affairs, marine engineering, marine transportation, or other fields related to the position. NOTE: You must submit a copy of your transcripts.

COMBINATION OF EXPERIENCE AND EDUCATION:


FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge AFRC, AF and other MAJCOM deployment policies and procedures, contingency, mobility war planning strategies and resources which can be used to interpret broad guidelines into transportation and air operations and other related missions.

2. Knowledge of and skill in the application of aircrew or UTC member expertise, as it applies to assigned programs.

3. Knowledge of the capabilities, limitations, and techniques for employment of AFRC unit assigned aircraft, assets and UTCs.

4. Knowledge of AFRC flying operations and missions related operations of AFRC subordinate units.

5. Knowledge of the relationship of the various Air Force Reserve entities, other MAJCOMs and Air Force in overall planning and execution of military operations and evaluations.

6. Knowledge of a range of national and international flight planning policies, principles, practices, and regulations in order to plan safe and expeditious movements of AFRC aircraft, personnel and assets in accomplishing missions.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
