Air Reserve Technicians are full-time civilian employees who are also members of the Air Force Reserve unit in which they are employed. In addition to their civilian assignments, they are assigned to equivalent positions in the Reserve organization with a Reserve military rank or grade. Appointee's civilian assignments will consist of the following duties.

THIS IS AN AIR RESERVE TECHNICIAN OFFICER POSITION
This is an Air Reserve Technician (ART) Officer position located at 926 OPERATIONS GP with the military rank of Major (O-4), AFSC:014N3. For questions concerning military eligibility please contact the Air Force Reserve Qualification Center at 1-800-257-1212.

This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

To qualify, you must meet the specialized experience requirements describes in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

EXPERIENCE REQUIRED: Applicant must possess quality level experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Quality experience is experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. Examples of creditable experience include knowledge (as would be acquired through a pertinent baccalaureate educational program or equivalent in work experience) of the principles, concepts, and methodology of the intelligence career field such that it permits independent performance of recurring assignments that are somewhat complex; a practical knowledge of a wide range of analytical principles, concepts, and practices relevant to the intelligence career field either gained relevant graduate study and/or equivalent work experience; knowledge of military structure, political affairs and history regarding assigned area when analyzing intelligence data. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Extensive knowledge of Air and Space Operations Center (AOC) operational and intelligence practices/ procedures. Specific AOC intelligence methodologies, techniques and strategies include but are not limited to the Air Tasking Cycle, the Joint Air Operations Plan (JAOP), development and refinement of the Air Operations Directive (AOD), proper execution of the Air Tasking Order (ATO), production of the Joint Integrated Prioritized Collection List (JIPCL)/the Joint Integrated Prioritized Target List (JIPTL), knowledge of the Airspace Control Order (ACO), adherence to any Special Instructions (SPINS), understanding of the Area Air Defense Plan (AADP) and the Airspace Control Plan (ACP). Basic knowledge of force protection; classified materials handling; Intelligence Preparation of the Battlespace (IPB) and Predictive Battlespace Awareness (PBA) analysis; mobility/deployment preparations, requirements and materials such as Combat Mission folders; Intelligence Community (IC), Air Force intelligence, AFRC intelligence, surveillance, reconnaissance ( ISR) computer systems/software; command, control and communications protection; intelligence data collection, validation and production procedures; and project management techniques.

2. Broad knowledge of military structure, political affairs and history regarding assigned area of responsibility when analyzing intelligence data. Extensive knowledge of regional affairs issues, political/military situation, religious functions, monetary conditions, trade routes and natural resource concerns. Knowledge of and the ability to develop and maintain intelligence career field training programs for the intelligence division within the Air and Space Operations Center. Specific training includes: Analysis, Correlation, and Fusion; Targets/Tactical Assessment; Intelligence, Surveillance and Reconnaissance (ISR) Operations; Processing, Exploitation and Dissemination (PED) Management; Strategy, Combat Plans and Combat Operations Liaison programs. Provide assistance in improving, editing, and authoring training material required to support the AOC Weapons System Initial Qualification Training (IQT) and Mission Qualification Training (MQT). Review current and future training and exercise plans, relevant Air Force Instructions (AFIs), and joint publications with the purpose of making recommendations on improving them as well as incorporating them into unit training programs. Provide trainer/instructor support for the In-Unit Initial Qualification Training (IUIQT) and MQT programs at multiple AOCs. The training classes are designed to support AOC personnel achieving Combat Mission Ready (CMR) certification. Training includes Active Duty, permanently assigned civilian personnel, National Guard and Reserve personnel supporting the AOC Weapon System, and military, civilian or contract personnel deploying for operational assignment to an AOC.

3. Knowledge and skill in applying analytical and evaluative techniques to the identification, consideration, and resolution of real or potential security threats to or problems for program operations. Understands the production of the Reconnaissance, Surveillance, and Target Acquisition (RSTA) Annex to the Air Tasking Order (ATO), the ISR Sync Matrix that matches intelligence aircraft against commanders requirements, knows how to create Intelligence Preparation of the Operational Environment (IPOE) Products, develops the Air Component Target Nomination List (TNL), compiles Graphic Intelligence Summaries (GRINTSUMs) and evaluates Battle Damage and ISR Assessments. Provides system performance assessments in support of positional verification and validation processes for advancing the AOC weapons systems and future upgrades. Provides feedback on AOC processes and functions in the operations, plans, strategy, and ISR divisions when requested by internal AOC leadership and external leaders.


CONDITIONS OF EMPLOYMENT CONTINUED:
1. Position requires access to firearms. Persons convicted of a misdemeanor or felony crime of domestic violence may not occupy this position in accordance with the Gun Control Act (Lautenberg Amendment) of 1968, as amended 30 Sep 96. Employee must sign DD Form 2760, Qualification to Possess Firearms or Ammunition

2. This position is obligated to the former incumbent and has return rights to this position under 10 U.S.C. 1586. Upon the employee's return you are subject to being displaced from this obligated position. Every effort will be made to find an equivalent position for you at the same grade for which you qualify within the commuting area without loss of seniority, status, or tenure.

You will receive credit for all qualifying experience, including volunteer experience.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week .
