Description:

This position is assigned to Fleet and Family Readiness (FFR); Commander, Navy Region Southeast (CNRSE), Navy Installations Command (CNIC); located at Naval Air Station (NAS) Jacksonville, Florida. Incumbent serves as the Regional Fleet and Family Readiness Program Manager (FFR) (N9), on the staff of the CNRSE and is designated as the Senior Navy Official and Program Manager directing the regional Fleet and Family Readiness Programs.

Specialized experience must demonstrate the following:

  • Knowledge of the principles, methods, and techniques of business administration and public administration, with a good working knowledge of the FFR programs under program management of CNIC.
  • Knowledgeable of pertinent DoD and Navy regulations and pertinent instructions and policies, and possess a technical knowledge of FFR program problems and solutions. These regulations include, but are not limited to Navy Housing, Bachelor Quarters, Public Private Ventures, Family Readiness Programs, Fleet Readiness Programs, Wounded Warrior and NAF Human Resources.
  • Must have demonstrated a mastery of managing a large command, and preferably regional management of major FFR program operations including APF and NAF financial management, MWR and Dining services, Category C Business Operations, NAF Human Resource and public policy decisions.
  • Must possess experience and success in managing a regional multi-command, multi-claimant programs and organization development, implementation and evaluation.
  • Knowledge of DoD and Navy organizational structures, long range organizational planning principals, quality of life resource planning and budgeting principles.
  • Knowledge of and ability to apply effective supervisory practices and procedures, and employee management principles to include EEO/Affirmative Action Plans.
  • Knowledge of concepts of program management, requirements determination, policy development, evaluative and analytical processes, and program implementation.
  • Knowledge of Navy organizations and operations and knowledge of military command structure, culture, missions, programs and organizational relationships of DoD and DON.
  • Knowledge and understanding of DoD/DON philosophy, goals, vision, policy and programs related to FFR and FFR issues and family/social concerns of the military members.
  • Ability to use a wide range of qualitative and quantitative methods for the assessment and improvement of the effectiveness of military personnel FFR/Personnel Support programs.
  • Skilled leadership abilities as a senior executive in a large organization and public program management skills are required.
  • Skill in developing and organizing executive studies through team effort, where consideration of a variety of internal and external as well as conflicting factors is required.
  • Ability to exhibit excellent interpersonal skills and a confident bearing due to the numerous demanding personal contacts with high level officials and diverse FFR program elements.
  • Knowledge and experience with business operations preferably in the MWR Category C Programs is desirable.
  • Knowledge of installation operating environment is desirable. Because of the incumbent's numerous demanding personal contacts with high level officials and diverse FFR program elements.
  • Knowledge of the shore facility planning process especially related to FFR program facility development including sighting, definition of requirement, justification, submission, funding and design.
  • Knowledge of Navy contract administration (APF and NAF), including contract management, price analysis, and contract law is desirable.
  • Knowledge in program policy for MWR, Child Care, Fleet and Family Service, Family Advocacy, Wounded Warrior, Family and Bachelor Housing, General Mess management, NAF Financial Management and NAF Human Resource.
  • Knowledge of personnel management rules, regulations, policies, and procedures governing military personnel, federal civil service personnel, and non-appropriated fund personnel.
  • Knowledge of theories and concepts required in the operation of for-profit businesses, including financial management and analysis, human resources management, organizational structure, industry analysis, strategic marketing, internal controls, risk assessment and investment strategy.
  • Knowledge of advanced management and organizational theories and concepts and a comprehensive knowledge of planning, programming, and budgeting processes in order to develop long-range (5 year) guidance in accordance with Navy-wide program goals, policies and guidance for subordinate activities, and for the utilization of command resources in accomplishing program objective and goals.
  • Ability to articulately communicate ideas through written and spoken word. The incumbent must be self-motivated and be able to persuade, motivate and deal diplomatically but firmly with important senior officials, news media and the public often in an adversarial environment.
  • Ability to direct complex studies and program reviews requiring application of advanced analytical and statistical methods and techniques.
  • Ability to perform the full range of supervisory duties. This includes supervising various types of employees, of many grade levels, involving Military, Civil Service and Non-appropriated fund personnel.
