This National Guard position is for a HUMAN RESOURCES ASSISTANT (MILITARY) (TITLE 32), Position Description Number D1106000 and is part of the FL DCSPER, National Guard.

Requirements:

AREA OF CONSIDERATION: This position is in the Excepted Federal Civil Service "under the authority of 32 U.S.C. 709" and is open to Category 1: All permanent/indefinite (T32 and T5) technicians employed by the agency Category 3: All current military members of the Florida National Guard; and Category 4: All individuals who qualify for membership in the Florida National Guard and are willing to become T32 Dual Status technicians. First consideration will be given to Category 1.

PCS: Permanent Change of Station (PCS) costs, Recruitment or Relocation Incentive MAY be authorized. Authorization for payment of PCS expenses, Recruitment or Relocation Incentive will be granted ONLY after determination is made that payment is in the best interest of the Florida National Guard.

FLARNG BUS Code NG5022: This position is "included" in the bargaining unit and eligible for labor organization representation. MILITARY GRADE: Enlisted; E1 thru E6

TEMPORARY PROMOTION- For Title 32 selectees only: This is an obligated position (incumbent is on a military tour). If a permanent employee in the Title 32 excepted civil service accepts this position, he/she will retain their permanent status AND return to their previous Title 32 position once incumbent returns from military duty. If the military tour member, who has reemployment rights to this position, does not exercise his/her reemployment rights within 5 years, the selected individual may remain in this position without further competition.

INDEFINITE APPOINTMENT-For Current Title 5 selectees only: This is an obligated position (incumbent is on a military tour). If an on-board individual employed in the Title 5 excepted civil service accepts this position, he/she will receive an indefinite appointment (Tenure 3). If a Reduction-In-Force occurs and/or the military tour member exercises reemployment rights to this position, the indefinite appointee will have no reemployment rights to any other position and may be separated. If the military tour member, having reemployment rights to this position, does not exercise his/her rights within 5 years, this position may be converted to a permanent status without further competition.

RECRUITMENT INCENTIVE: May be paid to the candidate who is "newly appointed" into this federal government position. The bonus will NTE $7,000. Payment will be a lump sum payment at the beginning of employment. Candidate must agree in writing to remain in this position for a minimum of 12 months, and if they vacate that position for another technician, AGR or active-duty service position within the initial 12-month period, the Incentive may be recouped. Current onboard technicians, if selected, are not eligible for this bonus.

GENERAL EXPERIENCE: Must have administrative or clerical experience, education, or training which demonstrates the ability to perform the duties of the position, and experience using computer and automation systems.

SPECIALIZED EXPERIENCE: GS-07 Must have at least one-year specialized experience equivalent to at least the next lower grade level planning, organizing, and administering the military personnel program for the organization (National Guard); experience with Officer or Enlisted Personnel Management (OPM, EPM); Retirement Points Accounting Management (RPAM); Selected Reserve Incentive Program (SRIP); Montgomery G.I. Bill; MOS Medical Review Board (MMRB); Line of Duty (LOD) investigations; and Funeral Honors/Casualty Assistance.
