The incumbent of this position serves as the Fleet and Family Support Center Personal Financial Manager for NAS Whiting Field. The primary purpose of this position is to provide financial education, counseling and information & referral services to assist clients with personal financial readiness, money management, debt liquidation, and consumer affairs.

Must have at least 2 years specialized experience directly related to the duties described above. Qualifying experience must have been equivalent to the next lower level in the normal line of progression.

Specialized experience must demonstrate the following:

  • A bachelor's degree from an accredited college in business, education or related field OR a combination of education and experience which included at minimum 2 years of experience as a Personal Financial Management Counselor.
  • National Certification as an Accredited Financial Counselor OR ability to obtain within one (1) year of employment. (Will be removed from position if certification is not obtained)
  • Must fulfill security/criminal history background check requirements.
  • Must have the ability to make favorable personal contacts with all levels of personnel of policy making commands with a large number of high-ranking officer and enlisted personnel.
  • Knowledge of the formulation and execution of needs assessment tools
  • Knowledge of the military and the challenges of the military lifestyle
  • Skilled in one-on-one consultation and training
  • Skilled in providing group facilitation and knowledge of group dynamics.
  • Knowledge of the tenets of adult education and the develop­ment of training curricula based on the adult learning model.
  • Knowledge encompassing a wide range of financial areas, specifically those affecting the military and their families.
  • Ability to work productively with Command Financial Specialist
  • Knowledge of the personal financial management issues facing service members and their families and the ability to support them with individual assistance or through training in seminars or workshops or through appropriated referral.
  • Ability to manage multiple priorities.
  • Ability to use verbal and written communication skills Effectively.
  • Ability to conduct program evaluations and use that evaluation to improve program effectiveness.
  • Knowledge of Microsoft Office Suite software and demonstrated ability to use software to prepare management reports and provide management reports and provide information.
  • Ability to travel, visit other activities, appraise different program elements, and to evaluate similarities and differences according to their respective missions as they relate to the PFM program.
  • Ability to present initial ideas, plans, and programs for command approval.
  • Ability to communicate effectively both orally and in writing.
  • Ability to render decisions and react responsibly to various problems and/or situations that may occur, based on extensive knowledge of current and past policies and precedents relating to Fleet & Family Support programs.
  • Ability as a positive leader to influence the action of others in obtaining participation and fulfillment of the financial needs of a very large body of many categories of personnel.
  • Knowledge of the Department's functional operation and procedures
